Neon Desert Las Vegas Gang Rules
Formation of a Gang
Founding Requirements
- A gang must have at least 3 active members to be considered a legitimate faction.
- Each gang must have a leader (President/Alpha/Kingpin) and a second-in-command to maintain chain-of-command.
- A core ideology or theme must be defined (e.g., turf control, smuggling, protection rackets, street racing).
Naming & Branding
- Names must be unique and recognizable within the theme of Neon Desert, Las Vegas..
- Symbols, logos, and colors should be consistent; these are critical for territory recognition and NPC/faction interactions.
Territory & Turf
- Gangs must declare a primary base of operations (clubhouse, warehouse, or hideout). Typically this will be assigned by admins.
- Expansion into new turf must be negotiated, taken by force, or awarded via simulation mechanics, depending on gang strength and alliances.
Recruitment Rules
- Will be based on the individual group's discretion.
- It is important to note that you are responsible for your own recruitment and recruits. (I.e. They must follow the rules of the sim.)

Gang Maintenance (OOC)
Active Membership
- Gangs must maintain a minimum of 3 active to create a gang, 5-10 participating members to remain listed in the sim.
- Leaders must monitor activity: inactive members should be warned or removed to maintain active presence.
Leadership Accountability
- Leaders (President, Kingpin, Boss) are responsible for organizing events, storylines, and gang activities.
- Leadership should communicate regularly with members about schedules, plans, and story development.
- They will also need to get with admins to discuss event creation, times, etc.
Recruitment & Vetting
- Recruitment must be transparent: prospective members should know expectations and responsibilities.
- Leaders must screen new recruits for OOC maturity—reliability, commitment, and respect for others.
Gang Presence
- Maintain visible activity in the sim: patrols, clubhouses, meetups, or story-driven events.
- Regularly update members on territory control, missions, or story beats.
Hosting Events (OOC Guidelines)
Event Planning
- Leaders or event hosts must announce events in advance with clear time, location, and purpose.
- Include roleplay objectives, expected participation, and rules of engagement.
Inclusivity & Accessibility
- Events should be open to interested participants, including non-gang players when appropriate.
- Avoid favoritism: all participants should have a chance to contribute meaningfully.
Story-Driven Events
- Events should advance the sim’s narrative: turf wars, heists, negotiations, or social gatherings.
- Keep outcomes plausible and allow all parties to roleplay reactions.
Conflict Management During Events
- Maintain OOC communication for any in-event disputes.
- Avoid power-gaming or meta-gaming: allow consequences to unfold naturally within RP.
Story Advancement
Collaborative Storytelling
- Encourage cross-gang collaboration for shared storylines: alliances, rivalries, and special operations.
- Leaders should coordinate with other gang leaders and NPC organizers to avoid conflicting plots.
Consistency
- Respect previously established events, relationships, and outcomes.
- Avoid rewriting history or ignoring canonical RP events without discussion.
Innovation & Engagement
- Leaders are encouraged to introduce fresh storylines, like smuggling operations, desert races, or undercover missions.
- Encourage members to bring personal character goals into gang storylines.
Respecting Others (OOC Conduct)
Communication
- Keep OOC and IC (in-character) interactions separate.
- Use designated channels for planning, announcements, and disputes. (I.e. Discord, Group Channels and Admin Channels)
Behavioral Expectations
- No harassment, bullying, or offensive language OOC.
- Respect other gangs’ events, storylines, and time commitments.
Conflict Resolution
- OOC disputes should be handled privately between leaders or through moderators.
- Avoid escalating minor disagreements into public arguments that disrupt RP.
Recognition of Effort
- Acknowledge the time, creativity, and effort others put into roleplay.
- Encourage teamwork and positive reinforcement to maintain a healthy sim environment.
Enforcement & Accountability
Monitoring
- Persistent inactivity or disruptive behavior may lead to warnings or removal from gang rosters.
Consequences
- Minor OOC violations: warnings, private discussion, or temporary restrictions.
- Major OOC violations (harassment, repeated disruption): removal from the gang or simulation privileges.
